HCS SCS SB 288, SB 152 & SCS SB 115 -- LAND CONVEYANCES

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Corrections and Public Institutions by a vote of 7 to 0.
This substitute authorizes the Governor to convey state property
located in the City of St. Louis and the counties of St.
Francois, Texas, Newton, Greene, Livingston, and Pettis.
The substitute contains an emergency clause.
FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and
FY 2010.
PROPONENTS: Supporters of Senate Bill 288 say that the bill
contains several land transfers, including some which passed in
2006 but had errors in the land descriptions.
Supporters of Senate Bill 152 say that the bill gives an unused
building formerly occupied by workforce development to the City
of Park Hills for use as a library.
Supporters of Senate Bill 115 say that the bill gives a clear
title to a piece of property conveyed to the Girl Scouts in 1965.
The original conveyance contained a reversionary clause. The
Girl Scouts are committed to the property and have plans for
improvement.
Testifying for SB 288, SB 152, and SB 115 was Senator Engler.
OPPONENTS: There was no opposition voiced to the committee.
